How long should packages from China be in "Foreign International Dispatch" before i should get worried.?

I've had this messgae for about 3 weeks and im getting worried of theft. i have a tracking number. but i still keep getting the same message. i've checked the ems website tracking as well as USPS tracking website and it has the same message. some one plese HELP!
