You need a minimum time of 2 hours to go thru immigration, wait for your luggage, take your luggage thru customs, turn the luggage back over to the the airline (thats quick, its already tagged thru), then you will need to do security to get back out to the gates. Some airports are better than others, and the time of day matters too, so lots of other factors in the time it takes. One tip is if your connection time is on the short side and you can travel with carry-on only you can shave off about 20 minutes in the customs hall not having to wait for your luggage and can just go directly thru customs.
